On July 30, our city held the Citywide Mobilization Conference on Private Economy Development and Opening‑up, which was also the Entrepreneurs Conference. Party Secretary Yang Hui delivered a speech, and Mayor Mei Shitong presided over the meeting.

Secretary Yang pointed out that we must attach great importance to the development of the private economy, as it provides crucial support for achieving high‑quality development. We should accelerate the transformation, upgrading, quality improvement, and efficiency enhancement of the private economy, striving to achieve "four improvements" in comprehensive strength, innovation capability, quality and efficiency, and social contribution. Greater efforts should be made in innovation‑driven development, encouraging private enterprises to increase R&D investment and innovation efforts.

Secretary Yang also called for a comprehensive optimization of the development environment. In line with the "Mass Entrepreneurship and Innovation" and "Service to Enterprises and the Public" initiatives, and responding to the needs, expectations, and aspirations of private enterprises, we should strive to build a new type of government‑business relationship, enhance policy support, regulate the market order, and create a favorable environment for services, policies, the rule of law, and public opinion. These measures will provide strong guarantees for promoting private economy development, expanding opening‑up, and strengthening the construction of the entrepreneur workforce.

Mayor Mei Shitong emphasized that departments at all levels must deepen their understanding, raise their political stance, and ensure implementation. They should strengthen their sense of responsibility, urgency, and mission, and promote new breakthroughs in private economy development and opening‑up with firmer attitudes, stronger resolve, and more effective measures.

Executive Vice Mayor Yuan Zhigang read out the list of the city's top 100 private enterprises; Wang Xiaoyan, Member of the Standing Committee and Head of the United Front Work Department, announced the list of outstanding contributing entrepreneurs; and Vice Mayor Liu Qiang announced the list of the top ten export‑oriented private enterprises. Municipal leaders Zhang Guodong, Zhao Xueming, Pan Haiying, Xue Zetong, Liang Zhengang, and Yang Hao attended the meeting.

At the meeting, speeches were delivered by the Management Committee of Bohai New Area, the Municipal Development and Reform Commission, Dongsu Group, North China Commercial Building Co., Ltd., and Xinhua United Metallurgical Holding Group.

The meeting was held in the form of a radio and television network video conference. The principal Party and government leaders of all counties (cities, districts), the responsible leaders of the Management Committee of Bohai New Area, the directors of the management committees of Cangzhou Development Zone, High‑tech Zone, Lingang Development Zone, Nan Dagang, and Zhongjie Industrial Park, the principal heads of municipal departments and relevant units in Cangzhou, as well as representatives from the city's top 100 private enterprises of 2017, 50 key foreign‑funded and foreign‑trade enterprises, and outstanding contributing entrepreneurs, attended the main venue. Sub‑venues were set up in all counties (cities, districts).
