Recently, our city held a mobilization meeting for the comprehensive treatment of air pollution in the autumn and winter of 2017-2018. Yang Hui, the secretary of the municipal Party committee, attended and delivered a speech. He emphasized that all levels and departments should thoroughly study and implement the instructions of General Secretary Xi Jinping's important speeches on ecological civilization construction and environmental protection, conscientiously carry out the decisions and deployments of the central government, provincial Party committee, and provincial government, and with greater determination, higher standards, and tougher measures, resolutely win the battle against air pollution, and greet the successful convening of the 19th CPC National Congress with excellent achievements.

 Mayor Mei Shitong presided over the meeting, and city leaders Qu Bo, Zhao Xueming, Liu Qiang, and Li Keliang attended. Deputy Mayor Ju Zhijie interpreted the "Cangzhou City Comprehensive Treatment Action Plan for Air Pollution in Autumn and Winter 2017-2018".

 Yang Hui pointed out that effectively managing comprehensive air pollution control is a significant political task assigned by the CPC Central Committee, the State Council, the CPC Hebei Provincial Committee, and the Hebei Provincial Government. It is an inevitable requirement for improving air quality and enhancing people's well-being, as well as a practical need for building an innovation-driven economically strong city and an ecologically livable and beautiful Cangzhou. Relevant departments at all levels should elevate their political awareness, regard effective management of comprehensive air pollution control as a specific action to firmly practice the "four consciousnesses", fully understand the severe situation and arduous tasks faced, fully implement the national and provincial deployment requirements for comprehensive air pollution control, enhance their sense of responsibility and urgency, and resolutely fight this tough battle of comprehensive air pollution control.

 Yang Hui emphasized the need to focus on key and difficult issues and carry out in-depth comprehensive actions to tackle air pollution. Efforts should be concentrated on central urban areas, high-emission hotspot grid regions, and areas where issues identified through inspections and patrols by the Ministry of Environmental Protection are concentrated. Strong measures should be taken to conscientiously address and rectify these issues. Attention should be paid to the autumn and winter seasons, the heating season, and periods of heavy pollution weather. Emergency response plans should be improved, scientific early warnings and forecasts should be provided, and emergency response capabilities should be strengthened. The focus should be on key tasks such as the governance of "scattered, disordered, and polluting" enterprises, "scattered coal" governance, enterprise pollution control, staggered peak production by enterprises, motor vehicle pollution control, and smoke and dust control. A thorough understanding of the situation should be obtained, ledgers and checklists should be established, and concentrated rectification efforts should be carried out. The focus should be on key issues, and a solid "look back" should be conducted, especially in accordance with the standards and requirements of the "five not-letting-off" and "four in-place" principles, to ensure that rectification is thorough and does not rebound.

 Yang Hui required that safeguard measures be strengthened to ensure that the tough actions achieve tangible results. Responsibilities must be firmly and strictly enforced. Counties (cities, districts) should fulfill their primary responsibilities, environmental protection departments and atmospheric offices should fulfill their supervisory responsibilities, and enterprises should proactively fulfill their pollution control responsibilities. Coordination and linkage must be strengthened. Cities and counties should establish a regular scheduling mechanism to strengthen overall coordination, supervision, and scheduling. Strict supervision and law enforcement should be implemented, with regular undercover investigations, random inspections, and targeted law enforcement checks carried out. Environmental violations should be strictly investigated, rectified, and cracked down on. Strict supervision and accountability should be enforced. Regular on-site supervision should be conducted, and the responsibility investigation mechanism should be strictly implemented. Units and individuals who are not proactive, fail to act, fail to rectify problems in a timely and thorough manner, commit dereliction of duty, or even engage in fraud should be severely held accountable. The masses should be widely mobilized to advocate the concept of ecological civilization, practice a green and low-carbon lifestyle, and mobilize the entire society to fight the tough battle.

 Mei Shitong put forward requirements for implementing the spirit of the meeting. Firstly, we must enhance our political awareness and unify our thoughts to ensure implementation. We should fully understand the importance, arduousness, and urgency of tackling tough challenges, strengthen the "four consciousnesses", enhance our sense of responsibility, and truly fight a tough battle against pollution. Secondly, we should highlight key tasks and clarify specific responsibilities to ensure implementation. We should adhere to the combination of goal-oriented and problem-oriented approaches, persist in promoting scientific, precise, and resolute measures to control haze, and promote continuous improvement in the city's atmospheric environment quality. Thirdly, we should strictly supervise and inspect, and enforce the law resolutely to ensure implementation. For malicious violations, we must ensure that violations are rectified and law enforcement is strict, ensuring that the tough action yields tangible results. Fourthly, we should form a joint force for work and collaborate to ensure implementation. By combining efforts from all levels and engaging multiple parties, we can create a powerful momentum for tackling challenges together and form a strong synergy for collaborative haze control.

 At the meeting, Xinhua District, Yunhe District, Cang County, and Renqiu City made statements of position. The meeting was held in the form of a video conference. Also attending the main venue were: the main responsible comrades of the governments of Xinhua District, Yunhe District, Cang County, and Renqiu City, the main responsible comrades of relevant departments and units directly under the city, and the legal representatives of key enterprises. Sub-venues were set up in each county (city, district), Bohai New Area, Cangzhou Development Zone, and Cangzhou High-tech Zone.
