Statistical Bulletin of Cangzhou City on National Economic and Social Development for 2016

In 2016, facing the intricate economic development situation, under the correct leadership of the municipal party committee and government, all levels and departments of the city thoroughly implemented the spirit of the 18th National Congress of the Communist Party of China, the Third, Fourth, Fifth, and Sixth Plenary Sessions of the 18th Central Committee, and General Secretary Xi Jinping's series of important speeches. They accelerated the supply-side structural reform, coordinated the development of various undertakings such as stabilizing growth, promoting reform, adjusting structure, controlling pollution, and improving people's livelihood. The overall economic operation showed a trend of steady progress and quality improvement amidst progress. The structural adjustment achieved remarkable results, social undertakings made comprehensive progress, people's lives improved, and a good start was made for the "13th Five-Year Plan". I. Comprehensive

 According to preliminary calculations, the city's regional GDP reached 353.34 billion yuan, an increase of 7.9% over the previous year. Specifically, the added value of the primary industry was 30.86 billion yuan, up 1.1%; the added value of the secondary industry was 174.87 billion yuan, up 6.6%; and the added value of the tertiary industry was 147.61 billion yuan, up 11.0%. The proportion of the three industrial structures is 8.7:49.5:41.8. The proportion of the tertiary industry's added value in the regional GDP increased by 1.0 percentage points compared to the previous year, contributing 57.2% to the overall economic growth.

 The total fiscal revenue amounted to 479.7 billion yuan, representing a year-on-year increase of 7.4%. Specifically, the public fiscal budget revenue stood at 220.4 billion yuan, marking a year-on-year growth of 4.5%. Meanwhile, the public fiscal budget expenditure reached 507.1 billion yuan, indicating a year-on-year growth of 5.8%. The national tax revenue was 283.6 billion yuan, with a year-on-year increase of 16.1%, while the local tax revenue stood at 134.4 billion yuan, representing a year-on-year growth of 13.8%.

 At the end of the year, the balance of deposits in financial institutions amounted to 429.871 billion yuan, representing an increase of 47.492 billion yuan compared to the beginning of the year. Specifically, household deposits stood at 295.934 billion yuan, marking an increase of 31.797 billion yuan from the beginning of the year. The balance of loans in financial institutions totaled 247.472 billion yuan, with an increase of 34.228 billion yuan from the beginning of the year. Household loans accounted for 79.528 billion yuan, representing an increase of 16.699 billion yuan from the beginning of the year. The loan-to-deposit ratio stood at 57.57%, indicating a 1.8 percentage point increase from the previous year.

 The consumer price index for residents in Cangzhou City rose by 1.6% over the year. According to the survey of eight major categories of goods and services, there was a pattern of "seven increases and one decrease". Food, tobacco, clothing, housing, household goods and services, education, culture, entertainment, medical care, and other supplies and services rose by 3.3%, 2.6%, 0.6%, 0.5%, 1.6%, 2.2%, and 5.9% respectively, while transportation and communication decreased by 1.8%. II. Agriculture

 The total output value of agriculture, forestry, animal husbandry, and fishery reached 62.59 billion yuan, representing a 1.32% increase compared to the previous year. Specifically, the output value of agriculture was 29.52 billion yuan, up 0.08%; forestry, 540 million yuan, down 8.32%; animal husbandry, 18.15 billion yuan, up 1.06%; fishery, 3.64 billion yuan, up 5.16%; and the output value of agriculture, forestry, animal husbandry, and fishery services, 10.75 billion yuan, up 4.53%.

 The total sown area of grain crops for the year was 13.3941 million mu, a decrease of 0.8% compared to the previous year. The total output was 4.5554 million tons, an increase of 2.46%. The yield per mu was 340.1 kg, an increase of 3.29%. The sown area of cotton was 669,300 mu, a decrease of 24.35%. The total output was 54,100 tons, a decrease of 18.68%. The sown area of oil crops was 405,100 mu, a decrease of 5.58%. The total output was 86,700 tons, a decrease of 3.15%. The sown area of vegetables was 1.3734 million mu, a decrease of 1.3%. The total output was 5.775 million tons, an increase of 0.25%. The meat output was 507,700 tons, an increase of 4.61%. The poultry and egg output was 335,800 tons, an increase of 2.6%. The aquatic product output was 147,000 tons, an increase of 5.25%. The milk output was 154,200 tons, an increase of 98.3%. III. Industry and Construction

 The total industrial added value reached 157.204 billion yuan, an increase of 6.6% over the previous year. Industrial enterprises above designated size achieved an added value of 130.82 billion yuan, an increase of 7.0% over the previous year.

 Among the industrial enterprises above designated size, the added value of light industry reached 21.625 billion yuan, an increase of 17.4%; the added value of heavy industry reached 109.191 billion yuan, an increase of 5.3%. The added value of foreign-funded enterprises and enterprises with investments from Hong Kong, Macao, and Taiwan reached 8.335 billion yuan, a decrease of 2.6%; the added value of joint-stock enterprises reached 114.338 billion yuan, an increase of 7.5%.

 The leading industries above designated size, including petrochemical, pipeline equipment and metallurgy, machinery manufacturing, textile and apparel, and food processing, achieved a total industrial added value of 111.36 billion yuan, accounting for 85.1% of the city's industrial added value above designated size and representing a growth of 6.8%. The machinery manufacturing industry achieved an industrial added value of 33.46 billion yuan, an increase of 9.1%; the petrochemical industry achieved an added value of 32.81 billion yuan, an increase of 4.1%; the pipeline equipment manufacturing and metallurgy industry achieved an industrial added value of 32.57 billion yuan, an increase of 0.9%; the textile and apparel industry and the food processing industry achieved industrial added values of 8.16 billion yuan and 4.36 billion yuan respectively, representing increases of 9.1% and 10.3%. The proportions of machinery manufacturing, petrochemical, pipeline equipment and metallurgy, textile and apparel, and food processing in the industrial added value above designated size were 25.6%, 25.1%, 24.9%, 6.2%, and 3.3% respectively, with the total added value of the machinery manufacturing industry exceeding that of the petrochemical industry. IV. Fixed assets investment

 Fixed assets investment amounted to 348.11 billion yuan, representing a 12.2% increase compared to the previous year. Within this total, investment in construction projects stood at 319.77 billion yuan, up 11.6%, while investment in real estate development reached 28.34 billion yuan, marking a 19.0% growth.

 In fixed assets investment, the investment in the primary industry amounted to 7.431 billion yuan, down 24.4% year on year; the investment in the secondary industry reached 246.762 billion yuan, up 12.4% year on year; and the investment in the tertiary industry stood at 93.915 billion yuan, up 15.9% year on year. The investment in industrial technological transformation totaled 153.835 billion yuan, an increase of 12.5%, accounting for 62.3% of industrial investment. V. Domestic Trade

 The total retail sales of consumer goods in the city reached 122.78 billion yuan, an increase of 10.7% over the previous year. The retail sales in urban areas amounted to 89.76 billion yuan, up 10.1%; the retail sales in rural areas reached 33.02 billion yuan, an increase of 12.4%. The retail sales of goods in wholesale and retail enterprises above designated size in the city increased by 5.3%, including 1.36 billion yuan in retail sales of grain, oil, and food, up 7.6%; 3.56 billion yuan in retail sales of clothing, shoes, hats, and textiles, up 2.7%; 620 million yuan in retail sales of daily necessities, up 1.8%; 360 million yuan in retail sales of Chinese herbal medicines and traditional Chinese patent medicines and simple preparations, up 5.1%; 500 million yuan in retail sales of books, newspapers, and magazines, down 7.4%; 360 million yuan in retail sales of cosmetics, up 1.4%; 3.5 billion yuan in retail sales of petroleum and petroleum products, up 12.8%; 40 million yuan in retail sales of building and decoration materials, up 14.7%; and 14.85 billion yuan in retail sales of automobiles, up 15.9%. VI. Foreign Economic Relations

 The actual utilized foreign capital amounted to USD 565.06 million, marking a year-on-year increase of 19.5%. The total contract value of newly approved "three-capital" enterprises reached USD 1,679.15 million, representing a year-on-year growth of 128.4%. Additionally, the foreign capital amount in the newly approved contracts for "three-capital" enterprises stood at USD 543.81 million, indicating a year-on-year surge of 149.3%.

 The total value of foreign trade imports and exports was 2.864 billion US dollars, representing a year-on-year increase of 10.56%. Specifically, the total export value was 2.117 billion US dollars, up 5.02% year on year, while the total import value was 747 million US dollars, marking a year-on-year growth of 29.87%. VII. Social Undertakings

 There are currently 1,587 primary and junior high schools in the city, including 1,264 standardized schools. The standardization rate of primary and secondary schools has reached 82%. There are 921,000 students enrolled in the nine-year compulsory education phase. Currently, there are 48 general high schools with 109,000 students, 41 secondary vocational schools with 85,000 students, and 10 general colleges and universities with 63,000 students. Hebei Technical College of Engineering and Technology has successfully been upgraded to Hebei Water Conservancy and Electric Power College.

 In the whole year, 150 scientific and technological achievements were obtained, of which 3 scientific research achievements won the Provincial Science and Technology Progress Award, and 90 won the Municipal Science and Technology Progress Award. 4,256 patents were applied for, and 2,456 were granted. Four provincial academician workstations were newly established, bringing the total to 15; five provincial engineering technology research centers were newly established, bringing the total to 17.

 The city boasts one mass art gallery, 17 mass cultural centers, and 192 township cultural stations, organizing 4,737 cultural activities throughout the year. There are 15 public libraries with a total collection of 1.6 million books, including one municipal library with a collection of 780,000 books. There are 15 radio and television stations, with a comprehensive TV population coverage rate of 100% and a comprehensive radio population coverage rate of 100%.

 The city boasts 27 sports venues. In competitions at the provincial level and above, it has won 89 gold medals, 92 silver medals, and 101 bronze medals.

 At the end of the year, there were a total of 1,398 medical and health institutions in the city (excluding village clinics), including 150 hospitals, 19 maternal and child health care centers (institutes, stations), 20 disease prevention and control centers, 170 health centers, and 102 community health service centers (stations). There were 39,578 health technicians, and 35,839 beds in medical and health institutions, including 34,257 beds in hospitals and health centers.

 The number of people participating in basic endowment insurance in urban areas of the city was 930,700, an increase of 38,400 from the end of the previous year, including 650,200 insured employees and 280,500 insured retirees. The number of people participating in urban basic medical insurance was 6,515,700, including 675,900 people participating in basic medical insurance for urban workers and 5,839,800 people participating in basic medical insurance for urban residents. The number of people participating in work-related injury insurance was 564,400, an increase of 32,900, including 171,100 migrant workers participating in work-related injury insurance, an increase of 2,100. The number of people participating in maternity insurance was 431,700, an increase of 23,900. VIII. Population and Residents' Lifestyle

 The registered residence population of the city at the end of the year was 7.7954 million, an increase of 52,100 from the previous year. Among them, there were 4.0099 million males and 3.7856 million females. Throughout the year, there were 122,500 births and 24,200 deaths. The birth rate was 13.07‰, the mortality rate was 6.33‰, and the natural population growth rate was 6.74‰, an increase of 0.29 per thousand from the previous year.

 The per capita disposable income of all residents reached 19,521 yuan, marking a year-on-year increase of 9.9%. Specifically, the per capita disposable income of urban residents was 28,605 yuan, up 8.6% year on year, while that of rural residents was 11,340 yuan, up 9.2% year on year. IX. Resources, Environment, and Safe Production

 The afforestation area reached 51,400 hectares throughout the year. The key forestry projects accomplished an afforestation area of 8,495 hectares, accounting for 16.5% of the total afforestation area. The voluntary tree planting by the whole people amounted to 11 million trees. The forest coverage rate of the city is 29.5%.

 The number of days with ambient air quality at or above Grade II was 207, an increase of 4 days compared to the previous year; the number of days with severe or above pollution was 27, an increase of 3 days compared to the previous year. The annual average concentration of PM2.5 was 69 micrograms per cubic meter.

 The energy consumption per unit of GDP was 0.7807 tons of standard coal per 10,000 yuan, a decrease of 4.26% compared to the previous year. The energy consumption per unit of industrial added value for the whole year decreased by 5.46% compared to the previous year.

 There were 103 production safety accidents of various types throughout the year, resulting in 78 deaths and 72 injuries, with direct economic losses amounting to 4.894 million yuan.
